Financials

What the money did, with the method beside every number.

Fourteen staff, a shelter, a helpline and a store: at about $1.4 million a year Ashgrove Haven is the largest of the organizations on these sample sites, and its money comes with strings. This page says which, and what each dollar did.

Programs

82¢

of every dollar went to programs — the shelter, the helpline and advocacy, legal advocacy, the children’s program, housing assistance and the store. The rest ran the office and raised the money.

Counted, with the method

Fiscal 2025

6,840nights of shelter

Bed-nights from the shelter log, fiscal year 2025 (1 July 2024 to 30 June 2025): one night is one person in one bed. The house has 24 beds, so the most it could be is 8,760; this is 78%.

186people sheltered

98 adults and 88 children, each counted once per stay, from the same log. A person who came twice in the year is counted twice; the log keeps no names past the stay.

4,120helpline calls

Every call answered is logged with the time and how long it lasted, never with a name. Hang-ups under a minute are not counted.

212protective orders assisted

Petitions an advocate helped prepare. It counts help given, not orders granted: the court decides that, and we do not follow up on the result unless the person asks us to.

41households helped into housing

Deposits and first month's rent paid straight to a landlord, from the housing fund and the state grant, counted from the payments ledger.

290support-group sessions

Sessions held, from the facilitators' calendar. Attendance is never counted by name, so this is sessions, not people.

Every number on this site comes with the sentence that says how it was counted, and none of them names a person. No outcome claims: an organization that promised what happens after someone leaves would be promising what it cannot know.

Plum bars are restricted — grants and contracts that can only be spent on what they were given for. Sage bars are unrestricted: gifts, the store, events, and the odd refund.

Eighty-two cents of every dollar went to programs. Restricted and unrestricted, in one line: grant money can only be spent on what it was given for — the state grant pays advocates and shelter nights — while a gift with no strings pays for whatever is needed that month, which is why the Give page asks for those.

The state grant

Where $486,000 comes from

The largest single source is the Oregon Department of Justice’s Crime Victim and Survivor Services Division, through the Oregon Domestic and Sexual Violence Services (ODSVS) Fund — a non-competitive, formula-based grant to domestic and sexual violence programs in every county — and federal Victims of Crime Act money passed through the same division. It pays for advocate positions and shelter nights, is reported to the state quarterly, and cannot be spent on the store, the building fund or fundraising. This is the sample organization’s description of its own grant; the fund’s rules are the state’s and are on the page linked.

How to read them

Form 990, Part I is the one-page summary: what came in, what went out, what is left. Part IX splits every dollar into program, management and fundraising. Part III is the year in words: nights, calls, orders, households.

The review is what an organization this size has instead of a full audit some years: an accountant checks the statements without the full audit procedures and says so on the first page. Its note on net assets is where restricted and unrestricted money are separated.

The IRS letter is what makes gifts deductible. The sample presents what the letter states in the organization’s own typography, on purpose, so that nobody can mistake a demonstration document for a government one.

The three most recent Form 990s are listed by themselves; older years drop off. No document names a client, and none ever will: the 990 reports counts, not people.
